Executive Decree No. 109 published on October 13, 2022, modifies Executive Decree No. 722 of October 15, 2020, which created within the category of permanent resident for economic reasons, the subcategory of permanent resident as qualified investor.

Note: The aforementioned decree is no longer in effect and was modified by Decree 193 of 2024.

This decree 109 of October 13, 2022 modifies requirements and terms of decree 722 of October 15, 2020 as follows:

  • The exception term for real estate minimum investment is extended from 24 to 48 months from the effective date of Decree No. 722 (October 15th, 2020). This means, the minimum investment in real estate must be at least USD $300,000 (instead of USD $500,000) until October 15, 2024
  • The promise of purchase agreement, promissory purchase contracts, or escrow agreement, must now be authenticated by a public notary.

These changes are no longer in effect, and are replaced by those mentioned in Decree 193 of 2024. Learn all the details of the Panama Qualified Investor Visa.
