Overview
It is important to clarify that there is no Panama Citizenship by Investment program. The country only establishes three ways to be or become a Panamanian citizen: by birth, by naturalization and the alternative directed to Zonians.
However, the country does have Residency by Investment options, which will eventually allow you to apply for citizenship through citizenship by naturalization.

What is citizenship by naturalization?
Although it is not possible to receive Panama citizenship by investment, the country has structured a migration plan through naturalization that permits to obtain it after completing a period of permanent residence.
